A circular pattern acts in the same way as a linear pattern to copy and pattern features. While a linear pattern uses offsets in two directions, a circular pattern uses an angular offset about a central axis. A circular pattern of holes is called a Bolt Circle.
First, create a feature that you wish to pattern.
Then select circular pattern from the Features Tab. Select the axis or center of rotation for the pattern, the features that are to be patterned, and specify offset and quantity.
