Dear Anne-Marie,
Thank you for your recent report in which you convey the recommendations of the Off Campus Bar Bus Committee. Please express to your committee members my sincere gratitude for the thorough and expedient work that you accomplished. It seems clear that there are some events which have had very few, if any, problems associated with them. It is also evident that there are some events during which we have had problems that do not lend themselves to easy solutions. Therefore, I am reinstating those events that have a history of being safer than others, and I will direct a small group of individuals to continue to review remaining events in order to determine if they–or any subset of them–can be reinstated under different, safer, procedures. I have outlined these decisions below; all decisions are effective immediately.
1. Senior Nights–those nights traditionally planned and implemented by the Senior Class Council, have been reinstated. The Senior Class Council must seek approval for Senior Nights through the Off Campus Bar Bus Committee.
2. Events for participants who are 21 years of age and over (“21 and over events”) will be allowed on Thursday, Friday, and Saturday evenings. Careful attention should be paid to monitoring and risk management procedures, and groups and clubs organizing such events must seek approval through the Off Campus Bar Bus Committee.
3. “Formals” have been reinstated. “Formals” will be defined as those events that (a) are sponsored by a club or an organization (as listed on the Campus Club Connection Directory), (b) include as participants only current student membership plus one guest, and (c) have predefined start and end times without “looping” buses. (I.e., buses must have one predetermined time to leave campus for the event, and a separate predetermined time to leave the event to return to campus.) Additionally, those groups planning “formals” will no longer have to submit applications to the Off Campus Bar Bus Committee for approval, but will instead be approved by their advisor through the event registration process.
In addition to the reinstatement of bar buses for the events described above, I would like you–on behalf of myself and your committee–to request that Monroe Transportation assess a cleaning fee for any damage, vandalism, or cleaning (including cleaning as a result of vomiting) to be assessed to the sponsoring student organization. Failure to pay this fee will result in the revocation of bar bus and event registration privileges, and may result in further disciplinary action.
Again, Anne-Marie, thank you for your committee’s work on this project. I appreciate the effort necessary to ensure a complete and thoughtful approach to a difficult issue.
